So to answer your questions, Kunikida, the dude with blonde hair an glasses, sent Atsushi on the mission cause he thought it would be an easy stakeout job for his first job. He didn't suspect the blonde girl of anything. Since Dazai was a former mafioso he probably has a way of sensing certain vibes from criminals and planted the bug on her just in case cause she's a new member of Port Mafia that he doesn't know of. As to how she knew that Atsushi would go along with her, that was just coincidental on their part, they probably had a backup plan in case he didn't go with them.

I don't think y'all caught it but as they mentioned, the mafia has raided the agency several times and this has always been the result. So, this stuff would happen with or without the weretiger. He just became one of the random reasons they have tried to take the agency down for.

If you're asking if Netflix's Castlevania is Japanese, its not. The animation is still fire though, really good actually, and I personally enjoy the voice acting.
