Aizen have made a second hogyoku, he wanted to fuse his Hogyoku with Urahara's Hogyoku to make a complete Hogyoku. Turn Back the Pendulum established that Aizen had one all along.

Gin wanted revenge for Rangiku. When she was young Aizen used some soul reapers to attack her village and they took a piece of her soul. Ever since then Gin was plotting his revenge. As for why he took so long you gotta remember Aizen really isn't the easiest person to outsmart. Granted no one not even Aizen knew how strong he would become after fusing with the Hogyoku.
