To add to Urahara’s strength. It was briefly mentioned in the episode with Ichigo fighting the Menos Grande that Urahara used a “Bakudo” spell on Rukia. So not only did he tell Rukia to watch Ichigo fight he practically forced her too by immobilizing her. As we’ve seen in previous episodes with the spells every time Rukia uses one she recites the incantation. Meanwhile Urahara simply snapped his fingers and paralyzed Rukia. At this moment in time I think it makes it clear that Rukia was a good enough character to teach Ichigo how to fight Hollows but clearly not strong enough to teach him how to match up against a Soul Reaper. So Urahara is the right choice to train Ichigo
