Good guess! And yes, it was Rakshata that made the Shinkiro. Generally, all of the Black Knights' major technological advancements come from her, and all of the Empire's major advancements come from Lloyd, as well as Schneizel's research team. And while it was technically the Indians that made the Shen Hu(Xingke's Knightmare), keep in mind that Rakshata herself is Indian. She was the one that made the Shen Hu while in India, and she left it there because she had the same problem with it that Lloyd had with the Lancelot: it was so advanced that no pilot could actually use it effectively. She didn't consider it worth the difficulty of transporting it(not to mention smuggling it) into Japan if there was no one there that could actually use it. Suzaku and Xingke are the rare cream of the crop that are able to actually use them well.

Anya has a pretty bad memory of things. Each scene we saw of her outside her knightmare she was taking pictures of things and people because she can barely remember things. So to me her making photos of Lelouch at the school isn't that weird
