I've done some reading and it is indeed claimed to be a water tower with the intended use to power fountains, which back then were powered by gravity alone. I can't find much on the Durrant family who built it and leased the land, except the guy who started it all was a solicitor George Durrant. If we're to indulge imaginations I lean towards some form of Stonemason Lodge ceremony when it comes to the sightings of the men across the water.

After looking at the registered usage of the land he leased, I found some correspondence from the Reverend around the time at a Church there. The postcard is indeed written in Masonic cipher, so George may well have kept that kind of company (https://flic.kr/p/qmzMXZ)

Had to solve the postcard :-). It says 'It is very Pretty I don’t know if you have dither, Of these cards Yours, John' but I'm not sure what he meant by dither in this context, maybe he made a mistake

Thank you so much! How kind, I got trapped in a wormhole regarding the double dots but have little experience in cryptology. Evolutions of codes inherently terrifying, it could be calligraphic flair or a whole new set of code… little did Novymp know they’ve set off a cryptologic crisis

By which I mean, the double dots are a deviation of normal Masonic cryptic as I understand it, so it's as if a layer of this is beyond that general circle, somehow locally or socially understood within a yet smaller faction of the group. That is, if we pay attention to this group, which I must confess I never really have before.

the picture I found googling had this https://www.pleacher.com/mp/puzzles/mathpuz/codes.html. the postcard had no 3 dots so the 2 dots must have been the 3 dots from the picture :-)

Absolutely fascinating, very much like a reproduction of other Semetic language styles, as is often co-opted by the Masons. I am a linguist but have never been aware of this area, I assumed it was the application of mere components to mean the opposite, like a double negative. You seem fantastic!

Now the mystery for me lies in this, 1) It was addressed to Miss Bedford, but women are generally not allowed in Masonic Lodges so why write in this cipher to her ? 2) There was another postcard probably seeing a number 2 in the top left corner. 3) If 'dither" was a mistake and it should have read ' others' , what cards did she send him and was she writing in cipher as well? in my imagination we have 2 Masons sending each other postcards of churches and buildings which may have significance to them as Masons, Lodges being interested in esoteric architecture .
