Actors aren't complaining that they're being replaced by Pixar characters or something just procedurally generated. Creatives are asking for compensation specifically for simulations made with machine learning, which has to train on data that the creatives themselves are producing. NPC or not, the value they created is necessary for AI to work; so it's fair that they be compensated accordingly.
