I'm not sure there even is a "chicken" involved with Falin. From what I know you haven't watched Kobayashi's Dragon Maid, but there are several dragons in that show that do have feathers. If you want references outside of anime, the name "Quetzalcoatl" literally translates to "feathered serpent" and describes an Aztec god that's somewhat similar to dragons. Granted, the red dragon here had neither wings nor feathers, so that by itself wouldn't explain why Falin has feathers, wings and scales. BTW: The "mightiest servant" that Laios summoned in his dream was actually hinted at in an early episode. There was a scene where it was revealed that Laios once drew a picture of the "strongest monster" he could think of, which was pretty much just a combination of a bunch of different creatures mashed together. It's what you see here.
