The story here is simple, it is Rapunzel's 18th birthday and she asks Gothel if she can go see the lanterns, but Gothel refuses her to leave the tower, so Rapunzel came up with a blackmail, she proposed that if she let her do what she wants with her feet, she would no longer bother her with leaving the tower, Gothel, surprised and confused by the proposal, did not know what to say, but after a long insistence by Rapunzel, Gothel accepted but with two conditions, no tickling and never wanting to leave the tower again, Rapunzel accepts and they get into position, that's how we got to this scene, where Rapunzel worships her evil mother's feet, enjoying those perfect milf feet.
