Ah yes. While you often get people who come along who think they should control everything for the sake of balance and the good of everything, its only very, very rarely that those people actually mean it, that they actually will do it for the "good" of all, not just because they want power themselves. These are the Lawful Neutrals. Unfortunately, there are two major issues. The first, these people are so focused on overall balance that they do not see or care about suffering on an individual level. It matters not if a few people, or a certain group suffer, so long as balance is kept as a whole. The Second problem is more practical. People usually cannot rule alone. They need advisors, functionaries, bureaucrats, LEO's, people to maintain order and carry out their will etc... The big boss may be Lawful Neutral, unselfish and out to keep balance without favoritism, but that doesn't mean that everyone who helps him is. People who like control are drawn to power, and they will abuse their power. Yeah, the overlord may punish them if they get caught, but he usually has bigger things on his mind.

Even if she isn't the daughter, she could know the daughter. Also, as Arthur has at least visited Moperville, and J apparently lives in Moperville, or at least goes to school and works there, there could have been encounters that could have enabled opinions. Just because we haven't seen it in comic does not mean it didn't happen. That said, the more I think about this, the more it makes sense that the unknown wizard is the offspring of a known wizard or seer.

Compare this with another thought I've encountered: I feel I am good, so I shouldn't control much of anything. If I control something, I have to devote my time to managing that thing, which reduces the amount of good I can do. The balance I must achieve is controlling enough I have some ability to work good in the world, but not so much I don't have time to.
